These are the judgments that up to this stage of our experience we believe the local and provincial power and duty to express, with the understanding that judgments on men and public institutions are never definitive. Readiness to revise judgments and attitudes when it will be necessary and whether it will be necessary in the face of our consolidated autonomy, our ability to judge and our prestige.
